Yes, a nationwide taxi strike has been proclaimed in Italy for Tuesday 15 December 2026. According to the Uritaxi statement of 27 October 2026, the stoppage is for a full day and no hours have been confirmed. From Fiumicino, the ADR flat fare into the city centre is €55; a trip from inside the GRA ring road is capped at €80.
Checked on against the official sources cited (Uritaxi, ADR, taxi.roma.it, sicurauto.it, Regione Lombardia, Trenitalia).
On 15 December 2026, Italy’s taxi drivers are called to stop work. The proclamation is signed by twenty taxi unions and associations, with a national demonstration in Rome. If your flight lands or departs that day, the question is not only whether the strike will go ahead. It is how to reach the city centre or the airport safely, without counting on a taxi rank that may be empty. This article separates what is sourced from what is not, city by city, then sets out a practical plan for the day.
1. What is sourced and what is not
The date. The Uritaxi statement, published on 27 October 2026, proclaims a nationwide taxi strike for Tuesday 15 December 2026. It invokes law 146 of 1990 on essential public services, which governs strikes in this sector, and describes a full day. It gives no hours. The proclamation has twenty signatories: according to the press, they include Uritaxi, Unica Filt Cgil Taxi, Uiltrasporti and USB Taxi.
The status. This is a union proclamation, not a date set by the official calendar. The Commissione di garanzia, which publishes the calendar of strikes in essential services, and the register of the Ministry of Infrastructure and Transport could not be consulted for this article. The status to keep is therefore « proclaimed »: the official calendar could not be checked. A proclamation can be suspended, reduced or withdrawn.
The hours. They are not confirmed, and sources disagree. The national press speaks of a 24-hour stoppage. A strike-information aggregator gives a shorter window, which appears in no official document read for this article. Do not build a journey around a specific time window. Check the day before with your operator or the union, and check the official calendar as soon as it is published.
What could change. The June 2024 precedent shows it: according to the press at the time, a taxi strike announced for 5 and 6 June 2024 was suspended after a meeting at the Transport Ministry. By contrast, a taxi strike did take place on 13 January 2026, with a march from Fiumicino to Montecitorio in Rome. The 15 December date should be taken seriously, without being treated as settled.
The grievances. The unions denounce competition from digital platforms and chauffeur-driven cars (NCC), which they consider unfair. They point to the delayed roll-out of the national electronic register of taxis and NCC (RENT) and of the electronic service sheet (FSE), to rising fuel prices, and they call for economic aid. Sit-ins (presidi) were announced for Milan on 11 November, Naples on 17 November and Florence on 25 November, ahead of the national day.
For the wider context of this autumn’s Italian strikes, our article on the general strike of 29 and 30 October 2026 covers trains and motorways for that period. This article only covers taxis.
2. Rome: Fiumicino, Ciampino and the city centre

Fiumicino, the most exposed airport
Fiumicino is the airport most directly affected. The flat fare published by ADR, the airport operator, is €55 for a trip to the historic centre, inside the Aurelian Walls (Mura Aureliane). A trip from inside the GRA, Rome’s ring road, to Fiumicino is capped at €80 according to ADR. The official page, consulted on 7 November 2026, warns that fares can change without notice. On the day, the risk comes from three situations: an empty taxi queue on arrival, a driver approaching travellers in the arrivals hall, or a fare negotiated outside the flat rate. Read ADR’s taxi page.
Highlights
- Leonardo Express: €14 (Trenitalia’s displayed fare, one-way to be confirmed) and 32 minutes to Termini station.
- A train every 15 minutes, and every 30 minutes off-peak.
- Taxi flat fare of €55 to the historic centre: confirm the amount before you get in.
If 15 December leaves you some free time in Rome, an activity unrelated to transport can fill the day. It is bookable, with availability checked for that date.
Ciampino is smaller and does not lend itself to a single plan. The taxi fare into central Rome is given as €40 by taxi.roma.it, to be reconfirmed: an earlier reading gave €55. No rail alternative was found for Ciampino in the sources consulted.
3. Milan: Malpensa, Linate and Orio al Serio

Malpensa, the regional flat fare of €114
In the Lombard airport catchment area, Regione Lombardia publishes predetermined taxi fares. The trip from Malpensa to central Milan is set at €114. This fare has applied since 1 July 2024, under resolution XII/2569 of 17 June 2024. The page cites a later resolution (no. 6828 of 3 August 2026), which we did not read for this article. The same document sets €94 from Malpensa to the Rho Fiera exhibition centre and €128 from Malpensa to Linate. Online comparison sites quote €90 to €120 for Malpensa: these are commercial estimates, not the official fare. Check the Regione Lombardia fares.
Highlights
- Malpensa to central Milan: €114, a fixed flat fare for the designated trip.
- Malpensa to Rho Fiera: €94. Malpensa to Linate: €128.
- Orio al Serio (near Bergamo) to Milan: €128, useful if you arrive through that airport.
15 December is the nationwide taxi strike day proclaimed by the unions, with a status not yet confirmed by the official calendar, and not an isolated Milan strike. The Milan sit-in announced for 11 November comes earlier and does not tell us what will happen on the day.
Malpensa Express. To reach Milan Cadorna by train, the Malpensa Express is the most direct alternative. According to SaronnoNews (1 September 2026), it costs €15 one way and €25 return, a fare unchanged by the increase of 1 September. The Trenord website could not be read: this fare still needs confirming before you book. Terravision, a coach to Milano Centrale, is shown at around €13 in 50 minutes by a comparison site, for information only.
Linate. The Linate Shuttle links Linate to Milano Centrale. No Linate-to-city flat fare appears on the regional page consulted. Check the shuttle fare with the operator (guides quote €5 to €10, not confirmed).
4. Naples: Capodichino and the port

Capodichino, a municipal fare to check on site
According to sicurauto.it (article of 19 June 2026), a taxi from Capodichino costs about €21 to Napoli Centrale station and the centre (ZTL), based on the municipal fare published in 2024, to be confirmed at the airport, and €24 to the port (Molo Beverello, Piazza Municipio), to be confirmed. The municipal PDF was not opened for this article, and guides give other amounts, which are not retained here. The fare to rely on is the one displayed at the airport or published by the city council.
Highlights
- Capodichino to Napoli Centrale or the centre: about €21 (2024 municipal fare, to be confirmed at the airport). To the port: €24 (to be confirmed).
- Napoli Air&Port Link: €5 ANM share, added to the Trenitalia rail ticket.
- Bus tickets are not sold separately from the Trenitalia link.
For other Neapolitan disruptions over the year-end, our guide to strikes in Naples until Christmas 2026 lists the transport services affected. This article only covers taxis on 15 December.
5. Flat fares: what is official, what still needs checking
The table below separates fares published by an official source (ADR for Fiumicino, Regione Lombardia for the Milan area) from those based only on the press. The Ciampino fare, published by taxi.roma.it, needs reconfirming. For those, the amount is marked « to be confirmed » rather than settled.
| Route | Amount | Source | Status |
|---|---|---|---|
| Fiumicino to central Rome (inside the Aurelian Walls) | €55 | ADR | Official; €80 from inside the GRA to Fiumicino |
| Ciampino to central Rome | €40 | taxi.roma.it | To be reconfirmed: an earlier reading gave €55 |
| Malpensa to central Milan | €114 | Regione Lombardia | Published by the Region, in force since 1 July 2024 |
| Malpensa to Rho Fiera | €94 | Regione Lombardia | Published by the Region, same resolution |
| Malpensa to Linate | €128 | Regione Lombardia | Published by the Region, same resolution |
| Capodichino to Napoli Centrale and the centre (ZTL) | about €21 | sicurauto.it (19 June 2026) | To be confirmed: 2024 municipal fare, to check at the airport |
| Capodichino to the port (Molo Beverello) | €24 | sicurauto.it (19 June 2026) | To be confirmed |
Source: ADR, Fiumicino taxi, taxi.roma.it, Rome taxi fares (Ciampino), Regione Lombardia, taxi fares for the airport catchment area and sicurauto.it, Naples-Capodichino taxi (19 June 2026), checked on 7 November 2026.
These amounts are flat fares for the designated trip, not average prices. A taxi that quotes a different price before departure should be refused: the flat fare applies. On strike day, the difficulty is not the displayed price but the lack of an available vehicle, which is why it helps to know your alternative before leaving the terminal.
6. Alternatives to taxis
The table below summarises the options recorded for this article, and flags those whose fare has not been confirmed.
| Option | Route | Fare | Duration and frequency | Source |
|---|---|---|---|---|
| Leonardo Express | Fiumicino to Termini | €14 (Trenitalia’s displayed fare, one-way to be confirmed) | 32 min, a train every 15 min (every 30 min off-peak) | Trenitalia |
| Malpensa Express | Malpensa to Cadorna (Milan) | €15 one way, €25 return (to be confirmed) | To check | SaronnoNews (1 September 2026); Trenord site not read |
| Napoli Air&Port Link | Capodichino to Napoli Centrale or the port | €5 ANM share, on top of the Trenitalia ticket | Not stated on the page | Trenitalia |
| Linate Shuttle | Linate to Milano Centrale | No fare on the regional page; guides: €5 to €10, not confirmed | To check | Operator, site not consulted |
| Terravision | Malpensa to Milano Centrale | About €13 (comparison site, indicative) | About 50 min, a bus every 30 min | Comparison site (Omio) |
| Taxi via app (itTaxi, Uber, FreeNow) | Rome and Milan | Not checked in this article | Driver availability on 15 December not guaranteed | sicurauto.it (Uber and itTaxi partnership, February 2026) |
Source: Trenitalia, Leonardo Express and Trenitalia, Napoli Air&Port Link, SaronnoNews, 1 September 2026, checked on 7 November 2026. The Trenord, Linate Shuttle and Terravision sites could not be checked: the figures for them come from the press or from comparison sites.
The Leonardo Express is the only option in the table whose fare and duration come from the operator’s own page. Its first and last departure times come from the same page: 05:38 from Fiumicino, last departure 23:27, and 04:50 and 23:05 from Termini. Reconfirm these times on the day of your journey. For general strikes that could affect trains in the weeks before, our article on the general strike of 4 December 2026 details the trains and a fallback plan.
7. Arriving on 15 December: the practical plan
Will there be taxis on 15 December? Nothing guarantees taxis will be available on 15 December, and minimum service levels by city were not checked. Plan an alternative.
If you need to reach an airport or the centre that day, the most effective approach is to prepare two options and decide in advance which one you take if the taxi rank is empty. This is the order we recommend, depending on when you read this article.
- Now. Note the date and the proclamation. Check the status on the official calendar of the Commissione di garanzia (cgsse.it) and on the Ministry of Transport register (scioperi.mit.gov.it) as soon as they are readable. Both sources were unavailable for this article.
- One week before. Choose your main option and your fallback. For Rome, the Leonardo Express is the main choice and a taxi the backup. For Milan, the train or the €114 flat fare from Malpensa. Keep your bookings and tickets both digital and printed.
- The day before. Check your flight status with the airline. A 24-hour air strike on 14 December affecting airport services at Fiumicino and Ciampino is reported by Metroitalia.info and by a Qualitytravel calendar. It is to be confirmed on the MIT website and does not concern taxis.
- Morning of 15 December. If you land, head for the official taxi rank and look for vehicles. If the queue is empty, or you cannot see a vehicle after a few minutes, switch to your fallback without waiting an hour.
- When you get in. State the destination, ask for the flat fare, and check the licence displayed. A vehicle that approaches you outside the terminal without a visible licence is not an official taxi.
If you leave Rome or Milan on 15 December, the safest option is to book the journey at least the day before, or take the earliest train possible.
8. Depending on your situation: family, tight budget, first trip
The choice between taxi, train and transfer depends less on price than on the size of the group and the level of risk you accept. The most common situations call for different answers.
- Family with luggage. If the €55 flat fare covers four passengers (to check on the ADR page), it works out at about €14 each, roughly the price of a Leonardo Express ticket, whose one-way fare is still to be confirmed. A taxi only makes sense if a rank is open: the train remains the safest base.
- Tight budget. The train is the cheapest option found for Fiumicino, at €14 (Trenitalia’s displayed fare, one-way to be confirmed). Keep it as your main option, and only take a taxi if a rank is open.
- First time in Italy. Find the official taxi rank before you leave the terminal, ask for the flat fare before you get in, and keep the receipt. It is the simplest protection against a fare negotiated outside the flat rate.
- Connecting traveller. If you fly in and take a train the same day, allow a wider margin than usual. Time lost at an empty rank is rarely made up on the platform.
- Passenger with reduced mobility. Contact the operator, the airline or the carrier before the travel day to learn what arrangements are in place. This article did not find a specific rule on this point.
9. Passenger rights: what the EU regulation does not cover
The question comes up often: can I claim compensation if the strike affects my journey? The answer depends on what is involved. EU Regulation (EC) No 261/2004 covers flights departing from an EU airport and flights of an EU carrier into the Union. It does not cover taxis. No EU text therefore provides for reimbursement of a replacement taxi journey during a drivers’ strike.
If your flight is itself affected, the situation changes. ENAC, Italy’s civil aviation authority, lists strikes among the extraordinary circumstances that exclude fixed compensation. Assistance is still due, however: meals and refreshments, communications, and accommodation if a night is needed. Refund of the unused ticket or rerouting also remain due. Read ENAC’s FAQ on passenger rights.
For a replacement taxi journey, keep the receipt. It can support a request to your airline, but without any guarantee of reimbursement. Read Regulation (EC) No 261/2004 on EUR-Lex.
What other guides don’t tell you
Several guides repeat the same figures, sometimes approximately. Here is what official sources allow us to state, with the date they were consulted.
- The date rests on a union proclamation, not a ministerial calendar. The Uritaxi statement of 27 October 2026 proclaims the strike; the Commissione di garanzia calendar could not be read. Uritaxi, statement (consulted on 7 November 2026).
- The Malpensa to Milan flat fare is €114, not an estimate between €90 and €120. It has applied since 1 July 2024 under resolution XII/2569. Regione Lombardia (consulted on 7 November 2026).
- The Fiumicino flat fare is €55, not €50 or €45 as some English-language pages claim. ADR (consulted on 7 November 2026).
- Regulation 261/2004 does not cover taxis. Several guides suggest otherwise, wrongly, for a drivers’ strike. EUR-Lex (consulted on 7 November 2026).
- A time window is circulating without a primary source. It appears on an aggregator and in a press caption, but no official document read confirms it. Metroitalia.info (consulted on 7 November 2026).
Practical information for 15 December
An official taxi displays its municipal licence. On an airport trip, the flat fare applies to the designated journey: a fare negotiated outside the flat rate must be refused before departure.
The strike hours are not confirmed. Check the official calendar and your airline’s information in the days before 15 December.
Taxi receipts, train tickets and booking confirmations support a claim for extra costs with your airline, with no guarantee of reimbursement.
