A 24-hour strike by ENAV and Techno Sky staff is proclaimed for Friday 15 January 2027. Status: proclaimed, entered in the ministry register on 21 October 2026 according to secondary sources, not confirmed. No official source backs it up so far, and it can still be changed or withdrawn.

Checked on against the official sources cited (Uiltrasporti statement, resolution 14/387, ENAC pages, trade press). The ministry register did not respond during the check.

15 January 2027 is a Friday, and a strike by ENAV and Techno Sky staff is already proclaimed for that day. Three actions were recorded in 2026, on 10 April, 11 May and 30 September (section 5). ITA Airways announced a cut of about 27% to its schedule on 10 April, about 38% of operations cancelled on 11 May and about 29% on 30 September. These are the airline’s own announcements, as reported by the press.

The 24-hour duration is unusual. According to our reading of resolution 14/387, a first action cannot exceed four hours, and a full day would only be possible as a successive action. This is a reading to verify, detailed in section 3. The dated facts were checked on 27 October 2026. The two references to follow until the date are the register of the Ministry of Infrastructure and Transport and the list of guaranteed flights published by ENAC.

What is proclaimed, and by whom

Friday 15 January 2027 24 hours ENAV and Techno Sky Status: proclaimed, not confirmed

The proclamation is attributed to UILT-UIL (Uiltrasporti). It covers the staff of ENAV, Italy’s national air navigation service provider, and of Techno Sky, a wholly owned ENAV subsidiary that maintains radar and communication systems. The entries from ScioperiItalia (entry no. 8613) and Strike Tracker draw on the open data of the Ministry of Infrastructure and Transport. They are the only sources describing this proclamation at this stage.

The official sources could not be used to verify the proclamation. The ministry register returned a connection error, and the website of the Commissione di garanzia, which oversees strike notices, showed a certificate error. The ENAV website and the ENAC page did not mention this strike on the date consulted.

What is still unknown on this date

  • The reason: no reason is published for this day.
  • The airports affected: a national air traffic control strike usually hits the regional centres and the towers of the major airports, but this proclamation does not name them.
  • The list of guaranteed flights, which ENAC publishes before each strike.
  • The exact times: the sources say twenty-four hours, with no time window.
Our advice: before paying for a transfer or a non-refundable hotel night for this day, wait for the entry in the ministry register and for the ENAC list of guaranteed flights. If you book a transfer, choose a changeable or refundable option where one exists.

2. Notice, revocation and guaranteed hours

Strikes in Italian air transport are governed by resolution 14/387 of the Commissione di garanzia, adopted on 13 October 2014. The ENAC regulatory page still presents it as the text in force. It replaces resolution 01/92 of 2001: the figures of ten days’ notice and forty-five days’ maximum that some articles still quote are no longer the right ones.

The table below lists the rules that matter for a January strike. It also flags the points to re-read before any literal quotation.

Source: resolution 14/387, PDF hosted by ENAC, and ENAC page on minimum guaranteed services, checked on 27 October 2026. The text was read from a scanned PDF.

Two points call for caution. First, the notice period runs from the date the Commission receives the proclamation, not from the date it is entered in the ministry register. The exemption periods of article 8 suspend this count. The receipt date could not be found, and the Commission’s website was unreachable during the check. It is therefore not possible, at this stage, to say whether the proclamation meets the deadline. This is a legal point to verify, not an established irregularity.

Second, revocation can happen up to the last moment. This strike may be withdrawn or changed after this article is published. The ministry register is the source to check the day before, because secondary websites can lag behind an update.

The exemption periods of article 8, taken from the ENAC PDF consulted on 27 October 2026, are as follows. The full list contains other periods, which we do not reproduce here:

  • from 18 December to 7 January (21 days), which comes before 15 January;
  • from 24 April to 2 May;
  • from 27 June to 4 July;
  • from 27 July to 5 September;
  • from 30 October to 5 November.

We do not calculate the notice period here. It depends on the date the Commission receives the proclamation, which is not known, and an exemption period that falls within the count can extend it.

During an air strike, the minimum service targets two windows: 7:00 am to 10:00 am and 6:00 pm to 9:00 pm. These windows do not guarantee that every flight departs. The nominative list of guaranteed flights, published by ENAC for each strike, shows which flights are maintained. For 15 January 2027, this list did not yet exist at the time of the check. Check it the day before, not only on the day of the strike. It remains the public reference for guaranteed flights; for a specific flight, also check with your airline.

3. Why “24 hours” is unusual

In the public’s mind, a transport strike lasts a day. Our reading of resolution 14/387 is stricter: the first action of a dispute cannot exceed four hours (article 7). A full day, from midnight to midnight, would only be possible as a successive action within a dispute already under way, and the proclamation would then have to list the earlier actions (article 10).

According to the press, the dispute includes several actions in 2026: on 10 April, 11 May and 30 September. That is not enough to conclude that the 15 January proclamation complies, or that it is a successive action. Its text has not been read, and the list of its earlier actions still needs checking.

Reading to verify: the four-hour rule and the successive-actions rule come from the 2014 text, read on a scanned PDF. Our interpretation has not been checked against the proclamation itself. Before any literal quotation, read the full text on the Commission’s website.

For travellers, a 24-hour strike does not mean all traffic stops for 24 hours. The guaranteed windows and the ENAC nominative list govern which flights leave. The schedule cuts announced by ITA Airways for the 2026 actions are presented in section 5.

4. My flight is cancelled: refund, care, compensation

Three rights not to mix up

EU regulation No 261/2004 sets out three rights. They do not work the same way when the cause of the cancellation is outside the airline’s control, such as a strike by air traffic controllers.

  • Refund or rerouting is due when a flight is cancelled. The passenger chooses between a refund of the ticket and another flight.
  • Care covers meals, refreshments and, if needed, accommodation. According to Your Europe, it is not due if the cancellation is announced at least 14 days before departure.
  • Fixed compensation is €250, €400 or €600 depending on distance. It can be set aside if the airline proves an extraordinary circumstance, which a strike by air traffic controllers may be.

This is where the confusion often starts: a strike can remove the compensation without removing the refund. A consumer article about the 5 July 2026 strike, citing AirAdvisor, claimed that most passengers would get neither a refund nor compensation. The European text does not go that far.

Regulation (EU) 2026/2202 was adopted on 16 September 2026 and published in the Official Journal of the European Union on 2 October 2026. It does not apply to a strike on 15 January 2027: its application is scheduled from 23 October 2027.

To claim your rights: ask the airline for a refund or rerouting in writing, keep proof of the cancellation, keep your receipts for meals and accommodation, and ask for the evidence behind the extraordinary circumstance if the airline invokes it.

5. The 2026-2027 strike sequence

The 15 January strike is part of a series of actions. The table below lists those recorded since April 2026, with their status at the time of consultation.

The airlines reacted to each episode. ITA Airways announced a pre-emptive cut of about 27% to its schedule on 10 April, then about 38% of operations cancelled on 11 May, and about 29% on 30 September. These are the airline’s announcements, reported by the press, not final tallies. They do not carry over mechanically to a 24-hour strike: a 4-hour action and an 8-hour action do not have the same effects.

The outage of ENAV’s data network on 16 October 2026 was not a strike. It led to 192 flights being cancelled at midday according to Cirium, and it shows how sensitive the Italian air network is to a failure. For the November dates, which affect Malpensa and Venice, our article on the strikes of 21 and 22 November 2026 covers the actions in detail. It is not repeated here. Other European air strikes in the same period have their own articles: the easyJet strike in Portugal in December 2026 and the SATA strike in the Azores in November and December 2026.

6. The train as a fallback: what the ENAV strike does not touch

The train, an alternative the ENAV strike does not touch

An ENAV strike halts air traffic control, not the railways. The guarantees published by Trenitalia cover rail strikes and say nothing about an air strike. You should therefore check separately, in the ministry register, that no rail strike is proclaimed for the same day.

For a train cancelled because of a strike, Affaritaliani reports that Trenitalia refunds in full. For a journey not taken, the deadline to request a refund depends on the type of train. For Frecce and Intercity trains, the request can be made from the announcement of the strike until departure. For regional trains, it can be made until midnight the day before the strike. This rule comes from a secondary source: Trenitalia’s official page was not read during the check, so confirm it with the operator before relying on it.

What other guides don’t tell you

The general-audience articles we read for this check repeat the guaranteed windows, the refund and the ENAC list. They miss the following points, sourced from official pages consulted on 27 October 2026.

  • A 24-hour strike implies, by our reading, a successive action, not a first action. The resolution caps a first action at 4 hours; a full day would only be possible as a successive action, to be checked in the proclamation, whose text has not been read. Resolution 14/387, article 7 (consulted on 27 October 2026).
  • The 60-day period runs from receipt by the Commission. Guides quote a notice period without saying when it starts, even though exemption periods suspend it. Resolution 14/387, article 5 (consulted on 27 October 2026).
  • The minimum notice is 12 days, not 10. The 2001 texts still circulate and give the wrong figure. Resolution 14/387, article 4 (consulted on 27 October 2026).
  • The refund remains due when a cancellation is caused by a strike outside the airline’s control. A press article confuses refund with compensation: it is the fixed compensation that can be set aside. Your Europe, air passenger rights (consulted on 27 October 2026).
  • An air strike does not affect trains. Air travel guides often suggest the train without making clear that rail guarantees cover rail strikes only. Trenitalia, guaranteed trains during strikes (consulted on 27 October 2026).

Before 15 January: the checklist

Check the list of guaranteed flights

ENAC publishes the list of guaranteed flights for each strike. Check it the day before, then also check with your airline for a specific flight.

Follow the ministry register

The strike register of the Ministry of Infrastructure and Transport can change up to the last moment. It did not respond during our checks: try several times in the week before, and keep a screenshot of what you see.

Allow a margin for connections

A rescheduled flight may land in a different slot from your onward train. If you combine plane and train, leave a wide margin between them and avoid non-refundable tickets for the second leg.

A night return to Milan

January is the coldest month of the year in Milan, and ground fog is common there. It can affect night returns to Malpensa: allow extra time and avoid tight connections late in the evening.

Frequently asked questions about the 15 January 2027 strike

Will there be an air traffic controllers’ strike in Italy on 15 January 2027?

As of 27 October 2026, a 24-hour strike is proclaimed by UILT-UIL for ENAV and Techno Sky staff. Press reports and aggregators describe it as entered in the ministry register. No official source backs it up. A strike of this kind can still be changed or withdrawn: follow the ministry register and ENAC’s list of guaranteed flights.

How long does the 15 January 2027 strike last?

Secondary sources give 24 hours, the whole day, with no precise time window. According to our reading of the 2014 text, the first action of a dispute cannot exceed four hours. A full day would only be possible as a successive action, which still needs checking in the proclamation. Until the register settles the question, do not pay non-refundable costs on the strength of this duration alone.

Which flights are guaranteed during an Italian air strike?

The minimum service targets the windows from 7:00 am to 10:00 am and from 6:00 pm to 9:00 pm, under article 9 of resolution 14/387 and ENAC’s page on guaranteed minimum services. These windows do not say which flights leave. ENAC publishes a nominative list of guaranteed flights for each strike: that is the list to check before you leave.

How do I know if my flight is cancelled because of the strike?

Check the nominative list of guaranteed flights that ENAC publishes for each strike, the day before the date concerned. It is the public reference. For a specific flight, also check with your airline, which can tell you whether your flight is cancelled or kept. For 15 January 2027, this list was not yet published at the time of the check on 27 October 2026.

Am I entitled to a refund if my flight is cancelled during a strike?

Yes. If your flight is cancelled, you can choose a refund of the ticket or rerouting, under EU regulation 261/2004 and the official Your Europe page. The cause of the cancellation does not change this right. Ask the airline for the refund in writing, and keep proof of the cancellation.

Am I entitled to compensation for an air traffic controllers’ strike?

Not always. The fixed compensation of €250, €400 or €600 depending on distance can be set aside if the airline proves an extraordinary circumstance, which may be a strike outside its control. It does not affect the refund, rerouting or care, which remain due. Source: Your Europe, checked on 27 October 2026.

What is the notice period for an air strike in Italy?

Resolution 14/387 sets a minimum notice of 12 days and a maximum of 60 days, replacing the 2001 figures. The period runs from the date the Commission receives the proclamation, and exemption periods suspend it. The receipt date was not found at this stage: this is a point to check on the Commission’s website.

Can I take the train instead of the plane during an air strike?

Generally yes. An air traffic control strike does not stop trains. Trenitalia’s guarantees cover only rail strikes, so check separately that no rail strike is proclaimed the same day. For Milan to Venice, a direct Frecciarossa takes about 2 h 25 to 2 h 35 according to booking sites.

What is the reason for the 15 January 2027 strike?

No reason is published for this day. The most recent known reason concerns the 30 September 2026 action, announced by Uiltrasporti: non-renewal of the company contract, loss of purchasing power, staff shortages, service organisation and infrastructure investment. That reason should not be attributed to the January strike unless a proclamation mentions it.
