Plan your tram ride. Tram 28 runs through Graça, Alfama, Baixa, Chiado and Estrela. According to the guides we read, the run takes about 40 to 50 minutes end to end. For lighter crowds, one guide suggests riding before 9 a.m. or after 7 p.m., and another suggests 6 to 8 a.m. or after 9 p.m. The Martim Moniz start fills quickly, and the western terminus at Campo de Ourique is much less crowded. Watch for pickpockets, and check the fare on Carris or its official app, since sources quote different prices.

Book the monastery visit around the queues. According to the Lisbon Tourism Guide’s monastery page, a commercial source, lines at the Jerónimos Monastery run 60 to 90 minutes from April to October and 30 to 45 minutes off-season.
