The Hornbill Festival 2026 runs from 1 to 10 December 2026 at Kisama, near Kohima, in Nagaland (India). If you are a foreign national, you need a Protected Area Permit (PAP), compulsory since 17 December 2024. You apply online on the e-FRRO portal before you arrive.
Checked on against DD News and extracts from the Nagaland government websites; the circular is reported by the press, and the e-FRRO portal was not consulted directly.
The Hornbill Festival is the great celebration of Nagaland’s tribes, and most online guides skip the point that matters most: the permit. This article separates what is confirmed for 2026 from what is not, then walks you through what to sort out before you book a flight: permit, transport, accommodation, budget. The dates, figures and rules are sourced and dated 23 October 2026. The entry fee and the detailed programme were not published at that date: we don’t make them up.
1. Dates, venue and what the festival stands for
The festival opens on 1 December, the day of Nagaland’s state foundation day. The 27th edition is announced for 1 to 10 December 2026 by DD News (Prasar Bharati), which cites state government officials. The venue is Kisama Heritage Village, a living-museum village on a hill at the entrance to Kohima, the state capital.
This is not an international tourist festival. In 2025, 214,493 people came in total, including 155,535 people from Nagaland and 56,431 Indians from other states: the published categories add up to 214,494, give or take one. Only 2,528 visitors were foreign. You will be a minority and an observer, and you will need to follow customs that were never written with visitors in mind.
For the weather, the research gives only a qualitative indication: December is the cold season in the Kohima hills, and nights are cool. Pack warm layers for the mornings and evenings. No official average temperature has been recorded.
The table below lists the published figures. No total exists yet for 2026.
| Edition | Total visitors | Of which foreign | Source |
|---|---|---|---|
| 2024 (25th edition) | 205,968 | Not specified | Eastern Mirror |
| 2025 (26th edition) | 214,493 | 2,528 | Morung Express, 10 December 2025 |
| 2026 (27th edition) | Not published | Not published | No source at the date of consultation |

2. Permits: the PAP is compulsory for foreigners
This is the point most guides get wrong. A foreign national, whatever the reason for the trip, needs a Protected Area Permit (PAP) to enter Nagaland. The rule comes from circular no. 602 of the Ministry of Home Affairs, dated 17 December 2024. It was still in force at the date of consultation: the Nexplore guide, updated on 4 October 2026, describes it as compulsory. No relaxation had been announced for 2026 at that date. The one for 1 to 10 December 2025, reserved for tourism, expired on 10 December 2025.
You apply online, on the e-FRRO portal (not consulted directly for this article). The 15 to 30 day window before arrival comes from a notice reported by the press in 2026, which we could not trace to the official source. Don’t assume you can get a permit on arrival: apply from home as soon as your dates are fixed.
| Profile | Permit | Where to apply | Stated lead time | Status |
|---|---|---|---|---|
| Foreigner, any state | Protected Area Permit (PAP) | e-FRRO portal (indianfrro.gov.in) | 15 to 30 days before arrival, stated in a press notice from 2026, not found at the official source | Compulsory across Nagaland since 17 December 2024 |
| Foreigner, long stay | Registration with the FRO | Local FRO office | Within 24 hours, according to some guides | Not confirmed by any official text we read |
| Indian from another state | Inner Line Permit (ILP) | ilp.nagaland.gov.in | Online, in advance | In force (notification of 14 August 2025) |
| Indian from Nagaland | To be checked | State authorities | Not stated | Check with the state authorities: no official source read |
Source: MHA circular no. 602 of 17 December 2024, reported by Morung Express and NewsOnAir (24 February 2026); Nagaland ILP portal; e-FRRO portal (link only, not consulted directly: the 15 to 30 day window comes from a press notice from 2026, not found at the official source). Checked on 23 October 2026.
Two points remain open. First, registration with the FRO within 24 hours of arrival is described by several guides, but we have not read any official text confirming it: check the portal before you leave. Second, the permit fee does not appear in any of the sources we checked.
The political debate is heated. On 3 September 2026, the Nagaland Legislative Assembly voted unanimously to call on the Government of India to withdraw the PAP regime. The vote is not a decision. At the date of consultation the PAP is still compulsory, and that is the only rule to apply to your application.
You will also read that the Dzükoü Valley is a must-see around the festival. Sources disagree on which permit it requires (PAP, ILP or another). We don’t recommend it in this guide until the rule is confirmed.
3. Getting to Nagaland: Guwahati, Dimapur, Kohima
The entry point is Dimapur airport (DMU). Flights to Dimapur run from Guwahati, Kolkata and Delhi, according to The Outdoor Backpacker (2026 guide). From Dimapur to Kohima, allow about 74 to 75 km along the NH-29, or 2.5 to 4 hours by road depending on traffic and weather. The Kohima to Kisama leg is shorter: sources give 12 to 18 km, and we have not settled between them.

Dimapur, Kohima and Kisama
Kohima, the state capital, is where you book accommodation: hotels fill up several weeks ahead and, during the festival, the Kisama camps or nearby villages (section 5). During the festival, taxi fares rise sharply, according to a travel account published by Tripoto, without a verifiable figure. Arrange your transfer before you set off.
Highlights
- A prepaid taxi at the airport avoids haggling. One unnamed source gives 2,500 to 3,500 rupees per trip to Kohima.
- A shared taxi (sumo or Tata) is the cheapest option, but it only leaves once it is full.
- Flights to Dimapur often connect through Guwahati, Kolkata or Delhi: compare routings for your dates.
If your flight to Dimapur connects through Guwahati, the city can serve as a stopover. The card below is for the traveller in transit through Guwahati: a 120-minute walking tour of the Kamakhya temple and the Nilachal Hills, listed on Viator at €24.13 per person (price checked on 23 October 2026). Note: this tour does not go to Nagaland and does not replace the transport to Dimapur.
| Route | Distance | Stated duration | Indicative cost |
|---|---|---|---|
| Dimapur airport to Kohima | 74 to 75 km | 2.5 to 4 h | Prepaid taxi: 2,500 to 3,500 rupees (source not identified) |
| Kohima to Kisama | 12 to 18 km depending on source | Not stated | Not stated |
| Guwahati to Dimapur | Flight | Varies by flight | Not checked, depends on the date |

4. Kisama Heritage Village and the tribes

Kisama Heritage Village
Kisama was designed to show the cultural diversity of Nagaland in one place. Each tribe has its own morung, the communal house for young men, which once passed on songs, rites, craftsmanship and the community’s rules. The state government presents the site on the page Naga Heritage Village on Tourism Nagaland.
The number of tribes represented varies by source: 16 on the state tourism page, 17 on Wikipedia. Go with « around fifteen », and ask on site for the list of morungs to find out which communities are present this year.
Highlights
- Dances, songs and traditional games performed by the communities themselves. Regional press describes the parades and traditional sports as the heart of the event.
- Crafts and food at the stalls. The traditional dishes, according to the descriptions we read, are based on pork, fish, herbs and chillies.
- An opening ceremony in the presence of state authorities. In 2025, the governor and the chief minister gave the start (IPR Nagaland).
5. Accommodation: book early, with no guaranteed rate
Kohima fills up fast. The Outdoor Backpacker (2026 guide) advises booking four to six weeks ahead. Nexplore (updated 4 October 2026) talks about three to four months for hotels and homestays. Both lead times are given as advice, not rules: go with the longer one to be safe.
During the festival, tent camps are set up at Kisama, and camps exist in nearby villages. A camp is not as comfortable as a hotel: ask what is provided (bed, hot water, toilets) before you pay.
We do not publish any hotel or camp rate as certain. The price ranges in the guides are not verified: they are repeated, labelled as such, in section 6.
| Accommodation type | Location | Stated lead time | Source |
|---|---|---|---|
| Hotels and homestays | Kohima | 4 to 6 weeks ahead | The Outdoor Backpacker, 2026 |
| Hotels and homestays | Kohima | 3 to 4 months ahead | Nexplore, updated 4 October 2026 |
| Tent camps | Kisama, 1 to 10 December | Not stated | The Outdoor Backpacker, 2026 |
| Camps | Villages near Kisama | Not stated | Several guides, no verified rates |
Source: guides cited above, checked on 23 October 2026. No rate is given here because none was verified at that date.
6. Budget: the costs to work out before you go
We do not give a verified budget. The estimates we found mix 2023 prices with unverified ranges. Here are the cost items to work through, in the order it makes most sense to handle them.
- The flight to Dimapur: the most variable item. It depends on your date and your connecting city (Guwahati, Kolkata or Delhi).
- The PAP permit: the fee is not listed in any source we checked. Read it on the e-FRRO portal.
- The Indian visa: the e-Visa is the usual route, but the amounts we found contradict each other. Check the official portal, indianvisaonline.gov.in.
- Transfers: the prepaid airport taxi, then local journeys, which cost more during the festival.
- Accommodation: ask hotels and camps for a quote for your exact dates.
- Meals: stalls and small eateries cover most needs. The table below gives an unverified order of magnitude.
- Entry: the 2026 fee is not published. See the section « What other guides don’t tell you » and the FAQ for the conflicting figures.
- Insurance: useful for a stay in India. See the section « Preparing your trip ».
What it costs: unverified orders of magnitude
These figures come from the research carried out on 23 October 2026. None has been confirmed on an official website: they are orders of magnitude, not a quote. Don’t treat them as a guaranteed price, and ask for a rate for your exact dates.
| Item | Order of magnitude | Source and date | Status |
|---|---|---|---|
| Budget hotel in Kohima, per night | 2,000 to 4,500 INR | HappyFares, 2026 guide | Unverified |
| Mid-range hotel in Kohima, per night | 5,500 to 12,000 INR | HappyFares, 2026 guide | Unverified |
| Tent camp at Kisama, per night (1 to 10 December) | 3,500 to 8,500 INR | HappyFares, 2026 guide | Unverified |
| Prepaid airport taxi from Dimapur to Kohima, per trip | 2,500 to 3,500 INR | Source not identified | Unverified |
| Average meal | 300 INR | TravelTrunk, January 2023 | Old, unverified |
| Daily budget, budget travel (accommodation, meals, short transport; excluding flight and entry) | 3,000 to 6,000 INR per day | Research estimate, not a source | Unsourced |
| Daily budget, mid-range travel (same items) | 7,000 to 13,000 INR per day | Research estimate, not a source | Unsourced |
Source: HappyFares (2026 guide), TravelTrunk (20 January 2023), source not identified for the taxi; research estimates for the daily budget. Data from the research of 23 October 2026; none has been confirmed on an official site.
To decide, start with accommodation quotes: that is the cost that dictates your dates. Once the room or camp is booked, choose the flight based on your arrival in Dimapur.
7. A typical stay: arrive, settle in, see the festival
The 2026 day-by-day programme is not published. The structure below is our own suggestion, not sourced: adjust it when the official schedule comes out.
- Day 1: arrival in Dimapur and transfer to Kohima. Don’t plan anything heavy: the drive takes several hours, and traffic varies.
- Days 2 to 4: Kisama. Spend these days at the living-museum village, the parades, dances and stalls. Leave early for the journey, as the 2026 opening time is not yet known. For Kisama, the research mentions a festival taxi or shuttle, not priced and with no specific source: ask your accommodation.
- Evenings: concerts and entertainment. The 2026 music line-up is not published. Don’t book concert tickets until it is.
- Days 5 to 10: the festival and the journey home. The festival runs until 10 December; no venue outside Kohima is documented to date. Book your return transfer as soon as you arrive.
8. Depending on your profile
- First time in India. Getting to Nagaland already takes planning: permits, road, bookings. If you want to combine the festival with the north of the country, our North India 2026 guide covers Rajasthan, Delhi and Varanasi.
- Families. The festival takes place outdoors, with heavy local attendance. Sources don’t document facilities for children: check with the organisers before you go.
- Tight budget. Camps are an option. A shared taxi cuts the cost of the transfer, but it only leaves once full: expect to wait.
- Reduced mobility. Sources don’t describe the accessibility of the site or the roads. Ask your accommodation and the organisers before you book.
- Solo female travellers. We found no account published in 2026 that allows a conclusion. The verifiable advice is simple: book accommodation in advance, prepay the transfer, and share your itinerary with someone at home.
9. Mistakes to avoid
- Going without a PAP and counting on the ILP. The Inner Line Permit applies to Indians coming from another state, not to foreigners.
- Assuming entry is free everywhere. One 2026 guide mentions a free day entry with a pass for a concert; others cite older amounts. Check on site.
- Treating hornbilfestival.com as an official site. It states itself that it is not linked to the Nagaland government.
- Booking accommodation at the last minute. Places in Kohima go several weeks ahead.
- Photographing without asking. People, especially dancers and craftspeople, expect to be asked.
- Relying on an old programme. Concerts and times change every year.
What other guides don’t tell you
Here are three points that the guides we read at the date of consultation leave out or get wrong.
- The most-cited 2026 guide mentions only the ILP, a mistake to avoid as a foreigner (section 2). The PAP rule is in MHA circular no. 602, reported by Morung Express (checked on 23 October 2026).
- The Nagaland Assembly vote of 3 September 2026 calls for scrapping the PAP. It is not a decision, and the PAP remains in force. The debate is reported by EastMojo (checked on 23 October 2026).
- The website hornbilfestival.com is not an official site. Its legal notice says so, and its 2026 dates are presented as « expected ». Several guides still cite it as a source (dates page, checked on 23 October 2026).
Preparing your trip
An eSIM connects you as soon as you land. Don’t assume network coverage in Nagaland: check that your plan covers it, as we have not confirmed it.
Plans depend on duration and data volumeTravel medical insurance can cover medical costs, depending on the plan. Read the exclusions before you buy, and check that the policy covers your stay in north-east India.

When is the Hornbill Festival 2026?
The festival runs from 1 to 10 December 2026 at Kisama Heritage Village, near Kohima, in Nagaland. DD News published the date on 14 October 2026, citing state government officials, and the festival opens on state foundation day, 1 December. The date is announced, but the opening time and the detailed programme are not yet out.
Do I need a permit for the Hornbill Festival?
Yes, if you are a foreign national. The Protected Area Permit (PAP) has been compulsory across Nagaland since 17 December 2024 and is applied for online on the e-FRRO portal. An Indian from another state needs an Inner Line Permit (ILP), applied for on the state government’s portal. These rules come from the Ministry of Home Affairs circular, reported by the press in 2026.
How far ahead should I apply for the PAP?
A window of 15 to 30 days before arrival is given by a press notice from 2026, which we could not trace to the official source. Allow a margin: the research does not say how many days a correction to your application can take. Apply from home as soon as your dates are fixed, then keep a copy of the permit for the check on arrival.
How much does the entry ticket cost?
The official 2026 fee had not been published at the date of consultation. The amounts we found range from a free day entry, according to Nexplore (2026), which also mentions a pass for the evening concert, to 50 to 100 rupees per day, according to TravelTrunk (2023) and Thrillophilia (2025). Check with Tourism Nagaland or on site before you pay.
Where should I stay during the festival?
In Kohima, hotels are booked several weeks ahead: four to six weeks according to The Outdoor Backpacker, three to four months according to Nexplore. Tent camps are set up at Kisama during the festival. No rate is verified at the date of consultation; section 6 gives unverified orders of magnitude. Ask for a quote for your exact dates.
How do I get from Dimapur to Kohima?
The journey is about 74 to 75 km along the NH-29, or 2.5 to 4 hours by road depending on traffic and weather. The prepaid airport taxi is the simplest option. A shared taxi costs less, but it only leaves when it is full. Book the transfer before you arrive.
How many tribes are represented at Kisama?
Each tribe has its own morung at the Kisama village. The count varies by source: 16 on the state tourism page, 17 on Wikipedia. Go with around fifteen tribes, and ask on site for the list of communities present this year.
Is it safe to go to the festival?
We found no alert linked to the festival in 2026 in the sources we checked. That does not replace your home country’s travel advice, which we have not reviewed for Nagaland: check it before you go. Also ask your Kohima accommodation which roads it recommends before the transfer to Kisama, and follow its advice on site.
Does the Assembly vote change anything for my ticket?
No, not at the date of consultation. On 3 September 2026, the Nagaland Legislative Assembly voted a call on the Government of India to withdraw the PAP regime. The vote is not a decision: the PAP is still compulsory, and that is the rule to apply to your application.
