Yes, two 24-hour strikes are entered on Italy’s official register for Friday 13 November 2026: one at ATM in Milan and one at ATVO in Venice. The notices were filed on 13 and 8 October 2026. No hours have been published yet, and no Trenitalia or Italo strike notice was found for that date. The guaranteed service windows have yet to be published.
Checked on against the Italian transport ministry’s strike register, EUR-Lex and the ATVO website. ATM and ATVO press releases were not read; the precedents and fares come from the press or blogs.
On Friday 13 November 2026, ATVO buses in Venice and the ATM network in Milan are each hit by a 24-hour strike. The notices were filed on 8 October (ATVO) and 13 October 2026 (ATM, union AL-COBAS), 36 and 31 days before the date. If you need to arrive, leave or switch cities that day, separate three things: what is officially entered, what is still to be confirmed, and the rights that apply depending on the mode of transport.
1. What the register says for 13 November
Italy’s Ministry of Infrastructure and Transport keeps a public calendar of strikes in transport services. As of 18 October 2026, it lists two separate actions for Friday 13 November.
The first concerns ATVO staff in Venice: 24 hours, local scope (Veneto and the province of Venice), filed on 8 October 2026 at 2:46 pm. The second concerns staff of companies in the ATM group in Milan: 24 hours, provincial scope (Lombardy and the province of Milan), filed on 13 October 2026 at 10:39 am by the union AL-COBAS. The register specifies neither hours nor guaranteed service windows.
In practice, the date is entered and the hours are not: no ATM or ATVO notice was readable on 18 October 2026 on the « scioperi » pages of the two companies. The legal notice period, at least 10 days under law 146/1990, is respected.

The ENAV strike on 21 November affects air traffic control, so flights departing and arriving, without being a strike of airport staff. It is covered in a separate Pixidia article on the ENAV strikes of 21 and 22 November. For 20 November, the CGIL has announced a general strike whose duration and sectors are not yet formalised: it is not presented here as a transport strike.
2. Venice: ATVO buses and Marco Polo airport

The ATVO airport bus link to Marco Polo
ATVO operates the buses linking Marco Polo airport to Mestre and Venice. According to the operator’s website, lines 4, 8a and 29 serve the airport via Mestre and Venice. The register places the 13 November strike on ATVO staff.
Highlights
- A stop close to the arrivals exit, about 50 metres away according to ATVO
- Tickets available on webticketing.atvo.it, at the ticket desk, at machines open 24 hours a day, or in the app
- Customer service reachable at +39 0421 5944
The table below compares the options for reaching the centre of Venice from the airport on 13 November. Prices are only shown when an operator publishes them; when it doesn’t, the table says so.
| Option | Register status for 13 November | Price recorded | Note |
|---|---|---|---|
| ATVO buses, lines 4, 8a and 29 | Affected: 24 h ATVO strike | Not published on atvo.it | Hours and fares to be requested from the operator |
| ACTV Linea 5 Aerobus (AVM) bus | Not listed in the sources consulted | €5, announced by an undated blog | ACTV/AVM site not readable on 18 October 2026 |
| Alilaguna boat | No notice found | €15 to €18 according to guides, unverified | Notices page checked, no 2026 strike |
| Private transfer by car then by boat | No notice listed | Price on the Viator listing, varies by date and number of travellers | Availability checked for 13 November |
Source: ATVO, Marco Polo airport, InVeniceToday, ACTV line 5, Alilaguna, notices, and the Viator listing for the transfer, checked on 18 October 2026 (price not repeated here).
The private transfer needs a clarification. It does not run on ATVO buses, but that is not a guarantee against the strike. No source allows us to say it will run without disruption on 13 November. Departure times for 13 November are not listed here: check them on the Viator listing or with the provider before booking.
If you are visiting Venice with no fixed departure time, the ACTV vaporetto, which is not on the register for this date, remains an option to check the day before.
3. Milan: ATM metro, buses and access to Linate

The ATM network and the M4 to Linate
The notice targets ATM group staff. It therefore concerns, in principle, the services this group runs in Milan: metro, trams and buses. The register does not say whether all the group’s companies are affected in the same way. That point should be read in the company’s notice, which was not published on 18 October 2026. The union AL-COBAS disputes in particular the outsourcing of some services and the plan to turn ATM into a municipal special company, according to press reports from January 2026.
What the 9 October 2026 precedent says
- A 24-hour strike by AL-COBAS and Confial Trasporti, covering the ATM group
- Guaranteed service from the opening at 8:45 am, then from 3 pm to 6 pm, according to ATM’s communication reported by the press
- Non-guaranteed service from 8:45 am to 3 pm, then after 6 pm until the end of service
The M4 links San Cristoforo to Linate airport since 12 October 2024, according to a guide to Linate access. It is an ATM service, so it is exposed to the strike entered on the register for 13 November. The trip from San Cristoforo to Linate takes about 30 minutes according to 2026 guides, and from Linate to San Babila about 12 minutes.
Your ticket matters too. Since 1 January 2026, paper tickets are no longer accepted on the M4, according to the press. Buy a digital ticket before the day of the strike. The other ways to reach Linate, urban buses and taxi, were not checked here: lines and fares need to be checked on the official sites.
If your journey is within the city and does not pass through Linate, the strike only affects you if you use the ATM metro or buses. A taxi remains an option, but its fares were not checked here: verify them on the day.
4. Trains: Trenitalia, Italo and Malpensa Express
For the Milan to Venice trip, the good news, based on the register checked on 18 October 2026, fits in one sentence: no Trenitalia or Italo strike notice was found for 13 November in the sources consulted. This may change. A traveller who books now should therefore recheck their train in the week before departure.
During a rail strike, Trenitalia publishes the guaranteed windows of its regional trains: on weekdays, from 6 am to 9 am and from 6 pm to 9 pm. No rail strike being listed for 13 November, these windows do not apply on that date. They concern neither the Milan metro nor the ATVO buses. Frecce and Intercity services publish their own lists of guaranteed trains before a strike.
The Malpensa Express, run by Trenord, links Milano Centrale and Milano Porta Garibaldi to Malpensa airport. It is not on the register for 13 November and is not an ATM service; check times on trenord.it. According to the press, the adult single fare rose to €15 from 1 August 2025, up from €13, according to specialist press. Trenord’s page was not readable on the date of consultation, so this fare still needs confirming on the operator’s site.
For a Milan to Venice trip by train, refund conditions in case of a strike depend on the operator. Trenitalia published refund rules in January 2025: refunds are possible from the moment a strike is declared, for Frecce and Intercity tickets up to the departure time of the booked train, and for regional tickets up to midnight the day before the strike. This text dates from 2025 and may change from one strike to the next: read the conditions in force on the Trenitalia site before relying on these rules.
5. Compensation rights: what the rules say, mode by mode
A strike does not give the same rights depending on the mode of transport. The table below reflects the European texts in force, checked on 18 October 2026. It describes what these rules protect, without promising compensation that would not be due.
| Mode | Reference text | Threshold | What is protected |
|---|---|---|---|
| Plane | Regulation 261/2004, article 5(3), and judgment C-28/20 | All flights | A strike by the carrier’s own staff is not, in itself, an extraordinary circumstance |
| Train | Regulation 1371/2007, articles 16 and 17 | Delay of 60 minutes or more | Refund or continuation of the journey; compensation of 25% (60 to 119 min) or 50% (120 min or more) |
| Long-distance coach | Regulation 181/2011, article 2 | Scheduled services of 250 km or more | Full application of the regulation |
| ATVO airport-Venice bus | Regulation 181/2011, article 2 | Under 250 km | Certain articles only; the rest depends on ATVO’s conditions |
| ATM metro and urban buses | No European regulation of this kind | Not applicable | ATM’s conditions, to check on the operator’s website |
Source: EUR-Lex, regulation 261/2004, regulation 1371/2007, regulation 181/2011, checked on 18 October 2026.
The plane. Regulation 261/2004 lets the air carrier exempt itself if it proves an extraordinary circumstance, and its recital 14 cites strikes as a possible example. The Court of Justice of the European Union has however ruled, in case C-28/20 (judgment of 23 March 2021), that a strike by the carrier’s staff linked to a pay claim is not, in itself, an extraordinary circumstance. No air strike is entered for 13 November in the register consulted: a flight on that date is not affected by the ENAV or security strikes listed, which are dated 21 and 22 November, unless the airline’s own staff (cabin or ground) strike, which is not listed in the sources consulted: check your airline.
The train. Regulation 1371/2007 gives a right to a refund or to continue the journey as soon as a delay reaches 60 minutes. It provides compensation of 25% of the fare for a delay of 60 to 119 minutes, and 50% from 120 minutes. A train cancelled because of a strike, however, falls under the operator’s conditions, to be checked in the full text.
The ATVO bus. Regulation 181/2011 applies in full to scheduled services of 250 km or more. Below that threshold, only certain articles apply. The trip between Marco Polo airport and Venice is much shorter: rights in case of cancellation therefore depend on ATVO’s transport conditions. We could not read them on 18 October 2026. European compensation is therefore not guaranteed for this type of bus.
The notice. Law 146/1990 requires unions to notify a strike in writing, stating its duration, terms and reasons, with a notice period of at least 10 days. That is why the register should be checked a few days before departure, not only at the time of booking.
Three confusions to avoid
- The ATVO strike is on 13 November, not on the 20th or 21st. The ministry’s calendar places it on that day (Ministry of Infrastructure and Transport calendar, checked on 18 October 2026).
- Trenitalia’s guaranteed windows apply neither to Milan nor to Venice. They concern regional trains (Trenitalia, trains guaranteed during strikes, checked on 18 October 2026).
- Regulation 181/2011 offers little protection on a short ATVO trip. It only applies in full from 250 km (EUR-Lex, regulation 181/2011, article 2, checked on 18 October 2026).
Practical information for 13 November 2026
These steps cover the points the register does not mention.
- Keep your ticket and booking confirmations. They serve as proof if a journey is cancelled.
- For Marco Polo, compare the ATVO bus, the ACTV bus and a private transfer, using the timetables and fares checked that same day.
- For Linate, buy a digital ticket before the day and keep a backup option ready.
An eSIM gives you access to your operator’s apps, maps and digital tickets, without a physical SIM card.
Prices vary by country and duration, see the siteAn insurance policy can cover some losses linked to a disruption: read the cover details before you buy.

Is there a transport strike in Milan on 13 November 2026?
Yes. ATM group staff, who run Milan’s metro, trams and buses, are called to a 24-hour strike on Friday 13 November 2026. The notice was filed on 13 October 2026 by the union AL-COBAS and is listed on the register of the Ministry of Infrastructure and Transport. Hours and guaranteed service windows had not been published as of 18 October 2026.
Is there a bus strike in Venice on 13 November 2026?
Yes, for ATVO buses. The register lists a 24-hour strike by ATVO staff, at local scope, filed on 8 October 2026. It affects the lines that serve Marco Polo airport. No ACTV boat strike is listed for that date in the sources consulted. Hours remain to be confirmed with ATVO.
Are Trenitalia or Italo trains affected on 13 November 2026?
No Trenitalia or Italo notice appears on the register for 13 November 2026, according to the sources checked on 18 October 2026. Check your train on the operator’s site in the week before departure. During a rail strike, Trenitalia publishes guaranteed windows for its regional trains (6 am to 9 am and 6 pm to 9 pm on weekdays): they concern neither the metro nor the buses.
Will the M4 to Linate run during the ATM strike?
The M4 is run by ATM, so it is exposed to the strike entered on the register for 13 November 2026, and its guaranteed service windows have not been published yet. The precedent of 9 October 2026 shows that an ATM strike can leave the metro open only on certain windows. If in doubt, plan a taxi or a backup bus.
How do I get from Marco Polo airport to central Venice during the strike?
ATVO buses on lines 4, 8a and 29 are affected on 13 November. The other options to compare are the ACTV Linea 5 Aerobus, which is not listed on the register for that date, the Alilaguna boat, for which no notice was found, and a private transfer by car then by boat. Check times and fares directly on the operators’ sites, as the ATVO page consulted for the airport publishes neither.
Can I get a refund for an ATVO bus ticket cancelled by the strike?
Not automatically. Rights depend on ATVO’s transport conditions, which we could not read on 18 October 2026. Keep your ticket and ask the operator for a refund in writing.
Is the Venice strike the same as the one on 22 November?
No. On 13 November, ATVO staff are called to strike. On 22 November, according to the press, security staff at Marco Polo airport (company Sicuritalia Ivri) would strike for 24 hours. The two dates are separate, and each must be checked separately before departure.
Do I have to pay the Venice access fee on 13 November 2026?
No, according to the 2026 calendar of the access fee reported by the press. The scheme ended on 25 July 2026, after 60 days between April and July, with a fee of €5 to €10 depending on how far ahead the payment was made. No paying day is scheduled for 13 November 2026. Dates for 2027 are not set in the sources consulted, so check them when they are published.
How can I tell whether the strike is confirmed before I leave?
Check the calendar of the Ministry of Infrastructure and Transport, which lists the notices, then the site of each operator: ATM, ATVO, Trenitalia, Italo. Announcements give the hours and the guaranteed service windows, usually a few days before the date. Check again the evening before and keep your ticket confirmations.
