The Quebec Winter Carnival 2027 runs from February 5 to 14, 2027, ten days in the city. Its mascot, Bonhomme Carnaval, greets visitors at the Ice Palace, whose 2027 theme has not been announced. The parades are free and appear in tourist listings for Saturdays February 6 and 13, dates still to be confirmed.
Checked on against the sources cited (carnaval.qc.ca, Québec Cité, Revenu Québec).
The Quebec Winter Carnival comes back every winter with its night parades, its mascot Bonhomme and its Ice Palace. The 2027 edition is set for February 5 to 14, and the organizer has confirmed these dates on its official website. The detailed programme had not been published when this guide was written.
2. Bonhomme and the Ice Palace

Bonhomme, the emblem since 1955
Bonhomme Carnaval is the mascot and ambassador of the festival. His first public appearance dates from January 9, 1955, according to French Wikipedia, the same year Mayor Wilfrid Hamel handed him the keys to the city. His costume pairs a red tuque (knit hat) with a ceinture fléchée, the traditional woven sash. The modern carnival, with Bonhomme, therefore dates from 1955. The first winter carnival is credited to 1894, a date to double-check against the historical source.
The word « effigie » means two things here. It is first the pass for the Carnival’s official sites, including the Palace and the evening events. It is also the yearly portrait of Bonhomme, with a white face and a red tuque, which changes every year. Recent editions required the effigie from age 13 to enter the official sites. Check the 2027 rule on carnaval.qc.ca: the 2027 price and conditions were not published when this guide was checked.
The Ice Palace, one theme per edition
Bonhomme’s Palace is built from ice every year and serves as the Carnival’s main set. The 2026 edition had the theme « Local Legends », with Québec legends such as La Chasse-Galerie, Rose Latulippe, the legend of Montmorency Falls or that of Bonhomme Sept-Heures. The official programming site presents it as a palace built from ice sculptures, and the Québec Vacances listing describes it as a palace « 100% ice. » No theme has been announced for 2027 as of writing, so it is not possible to say what the Palace will show.
A carnival older than Bonhomme
The idea of a first winter carnival, dated to 1894 (to be double-checked), is credited to Frank Carrel, owner of a newspaper that promoted the event. Other leads have been suggested for that first edition, and the sources do not all agree. As for the ceinture fléchée, its origin is still debated: many believe the technique is Indigenous, while others describe it as a French-Canadian finger weaving.
3. Dates, parades and the 2027 programme
The general dates are confirmed: February 5 to 14, 2027. The parades, however, rely on a tourist listing and must be reconfirmed on the organizer’s website as soon as they are published. The table below separates what is established from what still needs checking.
| Item | Value | Status |
|---|---|---|
| Carnival 2027 | February 5 to 14, 2027 (10 days) | confirmed on carnaval.qc.ca |
| Lower Town parade | Saturday, February 6, 2027, 5:30 p.m., from 3rd Avenue (Limoilou) | to be reconfirmed (Québec Cité listing) |
| Upper Town parade | Saturday, February 13, 2027, 7 p.m., from Grande Allée | to be reconfirmed (Québec Cité listing) |
| Parade admission | free, about 30 minutes each | to be reconfirmed |
| Bonhomme’s Palace 2027 | theme not announced | not published |
| Detailed 2027 programme | not published as of writing | expected from the organizer |
Source: carnaval.qc.ca (dates) and Québec Cité (parades, third-party and unofficial source), checked October 24, 2026.
For context, the 2026 edition ran from February 6 to 15, with a Lower Town parade on Saturday, February 7 at 5:30 p.m. and an Upper Town parade on Saturday, February 14 at 7 p.m. These are reference points, not 2027 times. The parades are popular: a 2019 parade drew a wave of criticism over waiting times and location, which is a reason not to build a whole trip around a single time slot.
The detailed programme for the 73rd edition, numbered from the earlier editions (70th in 2024), will be published by the organizer.
4. Getting to Quebec City and getting around
Jean Lesage International Airport (YQB) is about 10 miles (16 km) from downtown. A flight search site cites Air Transat and Air France among the airlines flying nonstop from Paris, but frequencies and schedules for winter 2026-2027 are not confirmed. Check directly with the airlines before you buy.
From the airport, RTC bus 80 serves the Saint-Roch district, where a transfer to Métrobus 800 or 801 leads to Old Quebec. The schedules published by the airport are not dated. No transport fare has been confirmed as of the check.
| Route | Mode | Frequency or duration | Fare |
|---|---|---|---|
| YQB to Saint-Roch | RTC 80 bus | every 30 minutes until 7:30 p.m. (schedules not dated) | not confirmed |
| Saint-Roch to Old Quebec | Métrobus 800 or 801 | to be reconfirmed | not confirmed |
| YQB to downtown | taxi | trip of about 10 miles (16 km) | fare not confirmed |
| YQB to downtown | private shuttle | by reservation | fare not confirmed |

Entry formalities: the eTA for French passport holders
According to several secondary sources, a French citizen flying to Canada needs an eTA (Electronic Travel Authorization, or AVE in French), with a fee of CAD 7 for a five-year validity or until the passport expires. The official canada.ca page could not be read: confirm this on canada.ca before you pay, and use only the official site. Travelers holding another passport should check the entry rules for their own nationality on canada.ca.
In a car, winter tires are mandatory
In Quebec, winter tires are mandatory from December 1 to March 15 for vehicles registered in the province, including rental cars. Confirm this rule on quebec.ca before you leave. For a visitor, a car is only useful to leave the city: the center of Old Quebec is best covered on foot or by bus. During storms, the Ministry of Transport has already advised against non-essential trips, and the Sûreté du Québec recommends checking Quebec 511 before you drive.
5. Where to stay and how to budget without surprises
Old Quebec is the most central neighborhood: everything is walkable, but prices are the highest. Saint-Jean-Baptiste, a few minutes’ walk away, is often cheaper and livelier in the evening. Saint-Roch has the nightlife and the microbreweries, Montcalm is quieter and close to the center, and Sainte-Foy suits those who drive. No hotel rate for the 2027 Carnival has been checked: the winter prices quoted by guides are not Carnival prices. The January weeks before the Carnival are low season and often cheaper, according to one travel guide: that is an indication, not a price.
Since April 2026, the City of Quebec has decided on a temporary freeze on new commercial tourist accommodation in some sectors of Old Quebec and nearby. Supply is therefore unlikely to grow much in that area. Book early, especially for the Saturday parades.
| Item | Value | Status |
|---|---|---|
| GST (federal) | 5% | confirmed by Revenu Québec |
| QST (provincial) | 9.975% | confirmed by Revenu Québec |
| Provincial lodging tax | 3.5% of the room rate in general, for stays under 32 consecutive days, in tourist regions that requested it | confirmed by Revenu Québec, campgrounds excluded |
| Municipal lodging tax | no official source found | to be confirmed with the City of Quebec |
| eTA for a French citizen | CAD 7, five-year validity, according to several secondary sources | secondary source, to be confirmed on canada.ca |
Source: Revenu Québec (GST, QST and lodging tax), checked October 24, 2026.
The calculation happens in steps. GST and QST apply to the total bill, which can include breakfast or parking. The lodging tax, 3.5% in general, applies only to the room rate and only to stays under 32 consecutive days, in the regions that asked for it. Ask the host for a price « all taxes included » and check that it shows these items separately.
On budget, the parades are free. The pass (effigie) has been required from age 13 for official sites during recent editions. Its 2027 price has not been published, and the older amounts circulating online (for a 2021 pass) are not confirmed prices. For children, no 2027 rate has been published. The reference rule dates from the 2024 edition. Buy the effigie only through the Carnival’s official channels: ticket resellers have received violation notices in Quebec for charging above the authorized price.
6. Weather and clothing: the real challenge of the trip
Cold is the thing that surprises visitors most. The secondary sources consulted give a February average around 14°F (-10°C), with lows of about 3°F to 5°F (-16°C to -15°C) and about 25 inches (63 cm) of snow on the ground. These normals do not come from a direct reading of official data: they come from climate and tourism sites, and should be treated as rough guides.
| Indicator | Value | Source |
|---|---|---|
| Average February temperature | about 14°F (-9.8°C), 1991-2020 normals | Climat et voyages, secondary |
| Average high | about 21°F to 23°F (-6°C to -5°C) | Extreme Weather Watch (NOAA data), Québec Cité |
| Average low | about 3°F to 5°F (-16°C to -15°C) | Extreme Weather Watch, Québec Cité |
| Snow on the ground in February | about 25 inches (63 cm) | Québec Cité, secondary |
| Wind chill off the river | reported below -4°F (-20°C) by travel pages, no official measurement | travel pages, to be read as a feeling |
Sources: Climat et voyages, Extreme Weather Watch, Québec Cité, checked October 24, 2026. Indicative values, to be cross-checked with a forecast closer to the date.
Wind chill is another matter. Wind coming up the river pushes the feeling of cold well below the displayed temperature. Treat « feels like » values as an indication of discomfort, not as a measured temperature.
What to pack
- A base layer of merino wool or thermal polyester. Avoid cotton against the skin, which holds moisture.
- A mid layer of wool or fleece, then a windproof and waterproof outer shell.
- A coat long enough to cover your thighs, a tuque (knit hat), a neck warmer, waterproof gloves and thick socks.
- Shoes with grippy soles: ice is common on the sidewalks and stairs of Old Quebec.
- Disposable hand warmers for anyone who feels the cold, and wind-protective goggles.
7. Nights, outings and highlights around the Palace

Grande Allée, Saint-Roch and nightlife
Grande Allée is the bar and restaurant street of Upper Town. A general tourist guide, not specific to the Carnival, mentions the nightclub Dagobert, the bar Voûtes Grande Allée with live music, and the restaurant-bar L’Atelier. Opening hours during the Carnival were not checked. Saint-Roch, for its part, has bars and microbreweries, and rue Saint-Jean in the neighboring district has shops, bars and restaurants.
The Carnival’s all-night event, the Nuit blanche carnavalesque, was held in 2025 at the Cercle de la Garnison. A ticket sale was announced for 2026, with no details verified. Nothing has been announced for 2027 as of writing.
The Hôtel de Glace, a season to be reconfirmed
The Hôtel de Glace (Ice Hotel) is in Saint-Gabriel-de-Valcartier. A Québec Cité listing gives a 2027 season from January 4 to March 13, 2027. The hotel has not reconfirmed this season. The Michelin Guide notes that availability and rates are given only on request, so no price can be shown here.
Ice canoe race and sculptures: two reference points, not promises
In 2023, about fifty canoes lined up at the foot of Old Quebec for a round trip between the port of Quebec City and Lévis, about 2 miles (3.2 km) on the river. That reference dates from 2023: the 2027 race is not announced. The ice and snow sculptures, installed across the neighborhoods and free to see depending on the schedules, follow the same logic: their 2027 locations are not known.
A possible plan for a first visit
Without a published 2027 programme, the safest approach is to plan by neighborhood rather than by timetable. Here is a plan that works for most editions: a first day in Old Quebec, with a guided walking tour, a visit to the Palace if the effigie is part of the programme, then dinner somewhere heated. A second day can be spent in Lower Town and at the Saturday parade, arriving early to find a spot. A third day, if the weather turns, serves as a backup: museums, cafés and bars in Old Quebec suit very cold days.
Priorities change with your profile. With family, favor the activities for kids and short bus rides. As a couple, Old Quebec and Saint-Jean-Baptiste have good spots for evenings. On a small budget, stay in Saint-Roch or Saint-Jean-Baptiste, keep the free parades as your main outing, and buy the effigie only if you really need it. For a first visit, stick to Old Quebec and Lower Town. The Lower Town parade leaves from 3rd Avenue (Limoilou) at 5:30 p.m. on Saturday, February 6, 2027 (Québec Cité listing, to be reconfirmed).
What other guides don’t tell you
Here are four points checked against the sources consulted on October 24, 2026.
- The 2027 programme is not published. The 2026 programme is online at programmation.carnaval.qc.ca; the 2027 one was not as of the check date. The 2027 dates are confirmed on the official site, but the Palace theme is not (carnaval.qc.ca, checked October 24, 2026).
- A February average is not the same as how it feels. February data gives an average around 14°F (-10°C) and lows near 5°F (-15°C), according to secondary sources. The cold felt with the river wind is not an official measurement (Climat et voyages, checked October 24, 2026).
- The temporary freeze on new tourist lodging does not appear in any guide we read. In April 2026 the City of Quebec decided on a temporary freeze on new commercial tourist accommodation in some sectors of Old Quebec and nearby (City of Quebec, checked October 24, 2026).
- No municipal lodging tax has been confirmed. Some guides mention a tax specific to the City. The official sources checked do not confirm it: only the 3.5% provincial lodging tax is established (Revenu Québec, checked October 24, 2026).

Price depends on trip length, age and coverageFrequently asked questions about the Quebec Winter Carnival 2027
When does the Quebec Winter Carnival 2027 start?
The Quebec Winter Carnival 2027 runs from February 5 to 14, 2027, ten days in all. This date is listed on the organizer’s official site, carnaval.qc.ca, checked October 24, 2026. The detailed programme was not yet published on that date: wait for the official announcement before you fix your activities.
Who is Bonhomme Carnaval?
Bonhomme Carnaval is the mascot and ambassador of the festival. He wears a red tuque and a ceinture fléchée. His first public appearance dates from January 9, 1955, according to French Wikipedia. The Office québécois de la langue française has made him the subject of a reference terminology entry.
What temperature should I expect in February in Quebec City?
On average, expect around 14°F (-10°C) in February, with lows near 3°F to 5°F (-16°C to -15°C) according to the secondary sources consulted. The wind chill can feel much lower when the wind blows off the river. These values are not official readings: check a forecast a few days before you leave.
Do I need a ticket for Bonhomme’s Palace and the activities?
The effigie serves as the pass for the Carnival’s official sites, including the Palace and the evening events, from age 13 in recent editions. The parades are free according to the Québec Cité listing. The 2027 price of the effigie was not published when checked, and there is no 2027 children’s rate either: buy it only through official channels.
How do I get from Quebec City airport to Old Quebec?
Jean Lesage airport is about 10 miles (16 km) from downtown. Take RTC bus 80 to the Saint-Roch district, then a Métrobus 800 or 801 to Old Quebec. A private shuttle or a taxi makes the trip directly. The 2026-2027 fares are not confirmed: check with the airport and RTC before you leave.
Do French passport holders need an eTA to visit Quebec?
Yes, for air travel, according to the secondary sources consulted. They list a fee of CAD 7 for a five-year validity. These details were not read on canada.ca: confirm them on the official Canadian site before you pay.
Where should I stay during the Quebec Winter Carnival?
Old Quebec is the most central neighborhood, and also the most expensive. Saint-Jean-Baptiste, Saint-Roch and Montcalm are a short walk away. Since April 2026, the City of Quebec has decided on a temporary freeze on new commercial tourist accommodation in some sectors of Old Quebec. Book early, especially for the Saturday parades.
What should I pack for the Quebec Winter Carnival?
Plan layers: a technical base layer, a warm mid layer and a windproof shell. Add a long coat, a tuque, waterproof gloves and shoes with grippy soles. Avoid cotton against the skin. The clothing tips published by the Carnival point in the same direction.
Is the Quebec Winter Carnival worth the trip?
Opinions vary. The atmosphere, the Ice Palace and the free parades come up often in visitors’ accounts. The drawbacks come up too: highlights postponed or changed at the last minute, lines, and harsher cold when the wind picks up. Two full days let you enjoy the event without suffering through it.
