The northern tube of the Saint-Cloud tunnel on the A13 is closed heading out of Paris from Monday 16 November 2026 to late August 2027. Official diversions run via the RD910 or RN13 and the A14. Without a car, the train is the least exposed option, though the SNCF TER works page could not be checked (HTTP 403).

Checked on against the official sources cited, including the Bison Futé page.

From 16 November 2026, the trip to Normandy changes for anyone leaving western Paris. The northern tube of the Saint-Cloud tunnel will stay closed for almost nine and a half months. This article separates what is official, what is only announced by the press and what has not been published yet. The dates were checked on 23 October 2026. Several prices were not, and are flagged as such.

1. What closes, direction by direction

The official Bison Futé page, checked on 23 October 2026, sets the framework: the northern tube of the A13 is closed heading out of Paris, between the Périphérique ring road and the Vaucresson interchange. The southern tube stays open heading into Paris. This is the reference for the direction and the diversions.

The start time, 6:00 am on Monday 16 November, comes from L’Automobiliste (article of 22 July 2026). Bison Futé does not repeat it: confirm it the day before you leave.

The end date differs. Sortiraparis and L’Automobiliste give 31 August 2027, France 3 gives 1 September. This article therefore says « late August 2027 » until an official date is published.

A closure in summer 2027 still needs watching. According to AFP, relayed by Sud Radio on 21 September 2026, the A13 would be closed in both directions in July and August 2027. The Bison Futé page does not mention this phase, and no date has been published.

2. Why this tube, and why now

The northern tube, the one heading out of Paris, dates from the 1930s, and part of its structure is unreinforced concrete, according to AFP of 21 September 2026. The southern tube dates from the 1970s. Up to 80,000 vehicles a day use the A13 at Saint-Cloud, mostly for commuting, according to AFP and Infos Yvelines. The works are estimated at €35 million, co-funded by the French State and the Société des grands projets (Sortiraparis, Infos Yvelines).

3. Routes from Paris to Normandy

The Bison Futé page lists two official diversions. The southern one: the Périphérique, the RD910, then the RN118 to the A86 and the RN12 towards the A12; Versailles Grand Parc adds the RD907. The northern one: the RN13, then the A14 toll motorway as far as the Montesson toll, before rejoining the A13. No official source read gives a journey time for these routes. DiRIF announced a detailed map of the diversions for 1 October 2026; the page could not be read because access was refused.

The restricted traffic zone, with no published perimeter

Prefect Georges-François Leclerc has announced a restricted traffic zone across several towns, similar to a low-traffic zone. The press names Saint-Cloud, Sèvres and Boulogne-Billancourt, and residents fear traffic will spill onto the rue Dailly and rue Gounod, which only have one lane per direction. Neither the perimeter nor the rules were published on 23 October 2026, and no decree has been found. If your satnav suggests a route through western Paris, check it before you take it.

4. A14 and the Montesson toll: the discount is published, free travel is announced

On 22 September 2026, Bip&Go published a 50% reduction at the Montesson toll for its subscribers, in vehicle classes 1, 2 and 5, Monday to Friday excluding public holidays. It applies heading out of Paris from 16 November 2026 to June 2027, then in both directions during summer 2027. Subscriptions were open from 1 October 2026.

On 21 October 2026, a letter from the Prime Minister to a senator, reported by ICI and then France 3, announced that the A14 will be free of charge on weekdays for the whole period of the works. No official text had been consulted: the vehicle classes concerned, the hours and the end date are unknown.

The concession contract of SAPN (Société des autoroutes Paris-Normandie) does not provide for free travel even if the A13 becomes impassable, according to Infos Yvelines (article of 9 August 2026). No signed agreement was known on the date of that article.

The full 2026 rate at Montesson was not checked, because the Sanef price grid was not accessible. An Infos Yvelines article quotes €10.60 for a car as of 1 February 2024: that figure is out of date and should not be used as a budget basis. Sanef also applies a 25% surcharge on the A14 heading towards Paris, between 4:30 pm and 8:30 pm, according to its published tariff pages. This slot matters if you drive back late in the day.

5. Carpooling: a useful lane for coming back, not for leaving

A lane reserved for carpooling has existed on the A13 since 3 March 2025, in the direction into Paris. It runs from Rocquencourt to the Saint-Cloud tunnel, 7 km, from 7:00 am to 10:00 am, and needs at least two people on board. Taxis, private hire cars (VTC), buses and coaches are also allowed. Breaking the rule risks a €135 fine (transportdepersonne, consulted on 23 October 2026).

That direction stays open, so the lane is useful for the morning drive back from Normandy. It does not help on the way out, since the northern tube is closed heading out of Paris. Whether it stays in place during the works is not confirmed: check before you count on it.

6. Without a car: the train, or an organised day trip

The train from Paris Saint-Lazare to Normandy

Rouen in 1 hr 13 to 1 hr 36 Fare not checked 2026 timetables valid until 1 March 2027

No source read reports works closing the Paris Saint-Lazare to Rouen line during the period, but the SNCF TER works page could not be consulted (HTTP 403). The journey times come from an aggregator timetable dated 21 August 2026, read as a search excerpt on 23 October 2026, not from an official timetable. The reform of the Normandy timetables is planned from 1 March 2027, according to Rail Journal. From Saint-Cloud, the station is 14 to 19 minutes from Saint-Lazare depending on the timetable.

Good to know

  • No works closing the line have been identified in the sources read.
  • The journey does not go through the northern tube, the diversions or the restricted traffic zone.
  • Saint-Cloud station is 14 to 19 minutes from Saint-Lazare depending on the timetable.
Pixidia tip: the journey times here come from aggregators. Compare the timetable on the day before you buy, and leave a margin if your connection depends on a single train.

If you would rather not drive or take a train alone, a guided day trip from Paris is an option. It lasts 840 minutes (14 hours), lunch included, with free cancellation. Of the 46 days between 16 November and 31 December 2026, 34 are open; the price checked runs from €108 to €165 per person for two adults. The catch: it is a long day, with an early start from Paris, and a route centred on the D-Day landings rather than on the road or the tunnel.

7. Once you arrive in Normandy

On the spot, road congestion mainly builds up on the return days from holidays. The regional press reports the eastern ring road into Caen blocked one late afternoon on a Friday in July (undated article), and return jams in Rouen during the holidays. No official source read specifies these points.

Caen, Rouen, Le Havre: the return traffic jams

Three Normandy cities Heavy return traffic Bus links not verified

Between the Normandy towns, bus links have not been checked for the closure period. Timetables must be confirmed directly with the operator.

Good to know

  • Caen: entry via the eastern ring road, reported as blocked on a Friday late afternoon.
  • Rouen: return jams reported by the press during the holidays.
Pixidia tip: Bison Futé warned in 2023 of delays on the A13 from mid-afternoon on the Sunday of return. If you travel back that day, leave early, or wait until late evening rather than late afternoon.

8. The 2024 precedent: the dates slipped

In 2024 the same stretch had already been closed. The Hauts-de-Seine prefecture announced a full closure of the A13 between Vaucresson and Paris, in both directions, from the evening of 18 April 2024, after a crack was found. The direction into Paris reopened on 10 May, one day before the date announced on 29 April. The direction out of Paris only reopened on Monday 24 June 2024, after a prefectoral order of 19 June.

In April 2024, the DiRIF measured diversions of around 5,000 vehicles a day in each direction on the A14 at Nanterre, and around 10,000 on the A86 at Jouy-en-Josas. A date announced in advance can therefore move, so it is better to follow the prefecture’s press releases than the first announcement.

9. The closure calendar overlaps with the bridges and school holidays

The first day of closure falls on Monday 16 November 2026, just after the 11 November bank holiday weekend. Wednesday 11 November is a public holiday in France (Armistice Day). Taking Thursday 12 and Friday 13 off gives five days, from Wednesday 11 to Sunday 15 November, a « pont » (bridge), as the French call it. Those departures happen before the closure.

The closure starts on a Monday, so the first Friday departure out of Paris affected is 20 November. This is a calculation from the closure date: no source dates it. France’s Christmas school holidays in zone C, which covers Paris, Versailles and Créteil, start on Saturday 19 December 2026 and end on Sunday 3 January 2027, with a return on Monday 4 January.

10. Budget: what is priced, and what is not

There is no reliable total for this trip. The 2026 Montesson toll, the train and the taxi have not been checked against an official source. The table therefore separates the confirmed amounts from the costs still to verify.

The taxi has no official flat rate between Paris and Rouen: only trips from the airports have fixed fares. The meter applies, so ask for a fixed quote before you get in. Long-distance carpooling has no verified 2026 fare for Paris to Rouen, Caen or Le Havre, and no bus link between Paris and Caen or Rouen is confirmed for 2026.

11. Which option for which profile

You live in Saint-Cloud or western Hauts-de-Seine

Saint-Cloud station, served by the Transilien L and U lines, remains the best option for reaching Saint-Lazare. The T2 tram runs to La Défense and Porte de Versailles, but a three-week interruption between Les Moulineaux and Parc de Saint-Cloud has been reported with no date (defense-92.fr). Check it before you take it.

You are leaving from Versailles

Versailles Grand Parc cites the RER C as an alternative to Paris. That line serves Versailles, not Saint-Cloud station: it only concerns travellers leaving from Versailles.

You drive from Paris on a weekday

Choose the northern diversion via the RN13 and the A14 if the announced free travel is confirmed when you pass, otherwise the southern diversion via the RD910 and RN118. In both cases keep proof of your Bip&Go subscription if you pass Montesson, and avoid the late-afternoon return.

You travel without a car, with luggage

The train from Saint-Lazare remains the simplest option. To reach the station, allow a margin, as the Transilien L and U lines are busy, according to the local press.

You are on a tight budget

Carpooling on the morning return, on the reserved lane, limits the spend. No reduced rail fare has been found, and the standard Paris Saint-Lazare to Rouen fare should be checked on the SNCF website. The Navigo pass does not cover the trip to Normandy.

12. The day of departure, step by step

  1. Check the Bison Futé page and the traffic forecast for the day. Forecasts are published a few days before each holiday period. No forecast for the All Saints’ weekend 2026 had been published on 23 October.
  2. Check the restricted traffic zone. Its perimeter had not been published on the date checked. If you drive near Saint-Cloud, only an official decree counts.
  3. Choose your mode. Train if you would rather not drive. Northern diversion if the free A14 is confirmed. Southern diversion otherwise.
  4. Travel outside the peaks. The Sunday return and the late afternoon remain the busiest slots, according to Bison Futé’s past patterns.
  5. Keep your proof of purchase. For a toll discount or a reserved lane, keep your subscription or travel ticket until you arrive.

What other guides don’t tell you

  • Free A14 on weekdays was announced by the Prime Minister on 21 October 2026, with no terms published. ICI Normandie (consulted on 23 October 2026).
  • The carpooling lane has existed since 3 March 2025, but whether it stays open during the works is not confirmed. Bison Futé, carpool lanes (search excerpt, 23 October 2026).
  • Two end dates are reported: 31 August 2027 for Sortiraparis, 1 September for France 3. Sortiraparis (consulted on 23 October 2026).
  • The summer 2027 closure in both directions is reported by the press, but does not appear on the Bison Futé page. Bison Futé page (consulted on 23 October 2026).
  • The 11 November bridge comes before the closure: departures on 12 and 13 November are not affected by the closed tube. Faire le pont (search excerpt, 23 October 2026).

Practical information before you leave

  • Where to check, in order: the Bison Futé page on the tunnel, the traffic forecast page published before each holiday period, then the Bip&Go or Sanef site for the Montesson toll.
  • Train tickets: buy them on the SNCF website or app, and compare the timetable on the day. The times in this article come from aggregators.
  • Bip&Go subscription: the 50% discount requires a subscription, open from 1 October 2026. Check that it covers your vehicle class (classes 1, 2 and 5).
  • Carpooling: the reserved lane is used by vehicles with at least two people on board, from 7:00 am to 10:00 am, in the direction into Paris.
  • Calendar: All Saints’ ends on 1 November 2026, the 11 November bridge is possible, and the Christmas holidays in zone C start on 19 December.

Frequently asked questions

When will the Saint-Cloud tunnel be closed?

The northern tube of the A13 will be closed heading out of Paris from Monday 16 November 2026, at 6:00 am according to L’Automobiliste, until late August 2027. The Bison Futé page confirms the direction. The end date differs: 31 August 2027 for Sortiraparis, 1 September for France 3. This article therefore says « late August 2027 ».

Which direction is affected by the closure?

The closure affects the direction out of Paris, on the northern tube, between the Périphérique and the Vaucresson interchange. The direction into Paris stays open, on the southern tube. For summer 2027, the press reports a closure in both directions in July and August, with no date published as of the check date. That point is therefore not yet official.

Which roads should I take from Paris to Normandy?

The official southern diversion follows the RD910, then the RN118 to the A86 and the RN12, towards the A12. The northern diversion goes via the RN13, then the A14 toll motorway as far as the Montesson toll. No official source read gives journey times. Without a car, the direct train from Paris Saint-Lazare to Rouen, at 1 hr 13 to 1 hr 36 according to an aggregator, remains the least exposed option.

Do I have to pay for the A14 during the works?

A letter from the Prime Minister, reported on 21 October 2026, announces that the A14 will be free of charge on weekdays for the whole period of the works. No official terms are published: the vehicle classes concerned, the hours and the end date are unknown. At weekends, the usual Montesson toll rate still needs confirming: the announced free travel only covers weekdays, and the full 2026 rate has not been checked.

How long is the train journey to Rouen?

A direct train from Paris Saint-Lazare to Rouen takes between 1 hr 13 and 1 hr 36 depending on the train, according to an aggregator timetable dated 21 August 2026, read as a search excerpt on 23 October 2026. This is not an official timetable. The reform of the Normandy timetables is planned from 1 March 2027, and the 2026 timetables stay unchanged until then. Check the timetable on the day you travel.

Is carpooling recommended during the works?

Yes. The Bison Futé page and AFP recommend public transport, carpooling and shifting travel times. On the A13, a reserved lane has existed since 3 March 2025 in the direction into Paris, from Rocquencourt to the tunnel, from 7:00 am to 10:00 am, for at least two people on board. Whether it stays in place during the works is not confirmed.

Will the tunnel be closed in both directions?

The press, citing AFP, reports a closure in both directions in July and August 2027 for the Saint-Cloud viaduct. But the Bison Futé page checked on 23 October 2026 does not mention this phase, and no exact date is published. Treat it as a serious announcement to watch, not as a confirmed fact. The direction into Paris remains open for now.
